Elected in 1986 as municipal councillor for L'Argentière-La Bessée in a by-election, Joël GIRAUD became mayor of this municipality from 1989 to 2017. He remained a municipal councillor until June 28, 2020. In 2002, he became Member of the National Parliament (Left Center) for the 2nd Legislative district of Hautes-Alpes and was subsequently re-elected. From 2004 to 2014, he was also vice-president delegated to regional action in favour of the French Alpine Massif in the PACA Region. He also sits on all mountainous bodies and is elected president of the permanent commission of the Mountain National Council (CNM) in 2013, a body chaired by the Prime Minister. From June 2017 to 15 January 2020, he was general rapporteur of finance committee at the National Assembly. In July 2020, Joël GIRAUD became Secretary of State toward the Minister for Territorial Cohesion and Relations with Local authorities, in charge of Rurality. On March 5, 2022, he became Minister of Territorial Cohesion and Relations with Local authorities.
